While I agree with the mandate to consolidate I don't understand how Franklin is in the state that it is.

Having just completed the municipal audit of my town we were able to show a greater surplus than Franklin.  We have a similar population and no commercial business in our town.  We employ two part time employees (one more than Franklin).  Two differences are we purchase police protection at a cost far less than Franklin and have no debt.

Complete mismanagement.   See "City Hall."  Seems like the big thing the council is worried about is how many should be on it.  It amazes me that time after time nothing comes up at a meeting on how to raise money.

I might agree with that but Franklin certainly doesn't have the overhead that the city does.  Franklin has one part-time employee and, I believe, only three councilmen.
