....Sounds like a question for Jack Crackback. The original monies they were allocated to start the project was blown by the city powers that be on other "things". Now they've been passing their indiscretions on to the residents in the form of higher than they're worth water and sewerage bills..... Now 55 million, I believe if they charge city residents $ 750 a month for water, and $ 750 a month for sewage, they should be able to pay for it in a coupla years.

maybe Halliburton-KBR could do it cheaper as they have experience doing such jobs in our war zones - only it may not work & would likely see some serious cost overruns

Here's a better question.

Apparently, Southmont's lines are in good shape, according to the borough newsletter.

So will my sewage bill go up to pay for the City sewer lines?  

Of course!  Just like we have to pay for the privilege of working in the City.

Bring back the successful city manager whose brilliance let him to the creative method of generating more revenue - taxes!

Hell, pay me $75,000 a year and I'll invent a new tax and then go sing karaoke at The Corner!

Do the War Memorial folks manage cities, as well?

The EADS Group is certainly getting wealthy off this project.  

As for consolidation, the regional sewage system is an example of consolidation at work.  If you drove through Dale or East Conemaugh this summer you would have seen these municipalities doing their part.  Richland has been working on their portion for years.  I don't know if Westmont has done their portion but of course, their poop don't stink.  Johnstown has been dragging its feet in completing its portion.  Consolidating now would just be taking money from other municipalities that already paid their share to pay more for the work that needs to be done in another.

Doesn't Richland's sewage flow to Ingleside (below the McNally Bridge-off to the right from 219S) as well as Windber's?  I believe Highland and Windber spent a lot of money over the past decade to upgrade it.

Some of Richland's poop goes to Ingleside.  The good stuff goes to Dornick Point.
