Washington Street was just paved a month ago and yesterday the gas company started tearing it up to (apparently) replace the gas lines.  Surely, there must be a way to prevent this waste of time and money, and to minimize traffic tie-ups.

I've lived all over and have seen that same scenario almost everywhere.  After a few million bucks a street looks great, than within a few months there are patches all over the place where underground utilities were dug up and worked on.  It would be nice for drivers and save some taxpayer dollars, possibly user costs for commercial services, if the planning would include everyone that has a dog in the fight.

Fortunately it is ONLY the base coat that is being torn up.  You are right that maybe, juat MAYBE they could have done the work before but with TIV on the way, they put down the base, tapered the manholes and have waited since that point to finish.  Knowing the city, they will probably spend the money to finish the paving on something pressing like rebuilding the Point, AGAIN!

....you would have to look at the schedule of events........maybe they just found out that the gas lines has to be replaced.........conside ring the history and intelligence of the people in charge of the city, someone finally smelled gas and decided to look into it.............highly doubtful this was scheduled preventative maintanence, but who really knows..................a nd again, how much traffic can really be 'tied-up' in the city of Johnstown, Pa?  Are people literally backed up for 'hours' on Washington Street?
