It's hard to say.  NDIC has been under a lot of scrutiny because of the duplicate efforts.  Maybe it's a sign of how politics has more power then common sense.  We have at least three offices doing the same thing but, somehow, all three are essential to the mission.  If it was a military operation it would be waste, but as a civilian operation it is contingency.
