I'm not sure where they're going with this. The claim is that criminals can sell stolen goods under-the-radar at many used goods sales. My guess is that the loss of tax revenue from the sale of new goods stolen from store shelves and warehouses since Katrina is a driving force. But the side effects of this law could impact yard sales, garage sales and flea markets. Keeping in mind that there was some discussion of disapproval of these types of sales at the Congressional level a few years ago, I no longer have any articles about it but it did happen, which makes me wonder if this is a trial balloon of sorts.

Well I expect the rich to jump right to the front of the line to pay their taxes on purchases made in another state.
What if I bought something in say TN where sales tax is 11% is Pa gonna refund me the difference?

I think what we're doing is subtly creating a crime. First we tell the non-retail sellers to track all sales, then we tell the buyers to report purchases. Everything is coming together to have a future crime of "Failing to Report a Taxable Purchase". Since the rich can just buy new and the middle class, who tends to be the frontrunner of these type of sales, will be pressured to stop, the poor will be the only ones that are now forced to buy new at a much higher price (with Tax).

Well that is one of the first things you have ever said that I agree with but then Justice is like that, just depends on what side of the law you are on. The wrong side or the right side.
