I'm not blaming or criticizing anyone, but it is kind of a sign of evolutional changes when in a period of 40 or so years you can watch both the construction of an overpass to relieve downtown traffic congestion and the modification of the two previous congestion points to increase traffic in the downtown area.   It's always debatable about which should come first, the business or the roads and it's just my opinion, but if you manage to attract business into the downtown area it would probably be a negative impact on them to then do massive infrastructure changes.

I thought kind of the same thing Beeker, they call it a "by pass" for a reason and much to the shame of those that have built them it does mean they skip visiting the town at all.  I think Rte 66 was the first road and many smaller towns and cities to suffer from this dilemma wasn't it?

I got halfway thru that article and i though i was reading it all over again.  maybe that is a way to get double the state funds

And with state funds in hand to make it work, it could be construction-ready late next year if all goes well, planners said.

In a shift from earlier plans, the work will not create a two-way Main Street and instead will focus on transforming two busy Route 56 bypass intersections into colorful, and more easily accessible, downtown gateways.


Plans were outlined Wednesday to enhance Route 56’s downtown Johns­town gateways – and drive traffic into the business district.

And with state funds in hand to make it work, it could be construction-ready late next year if all goes well, planners said.

Such gateways are sorely lacking on a busy highway that has become a bit too effective in steering traffic around the city’s center, leaders maintain.

“The Johnstown bypass does just that – bypasses the downtown,” said Kairos Design Group’s Craig W. Bachik, noting the heart of the city and its destinations can be difficult to find and navigate for travelers.

The plans include taking the Budget Transmission property by eminent domain. There's a successful business with a couple of employees about to disappear from the business district.

I think they wanted to do the same to Sell's by the War Memorial
