Joan Claybrook, a former adminstrator at NHTSA believes part of the reason for the delay was the “fragility of Volt sales.” Yet she also believes that “NHTSA could have put out a consumer alert, not to tell them [customers] for six months makes no sense to me.”

I have always wondered where would the battery powered car be if they hadn't yanked back all the EV1's and destroyed them and then kept the battery.  I know the people that drove that car for over a year loved that car.  Seems like they should have dug out it's battery and used that design in the volts.  Might have had better luck with it then they have so far.
