Salary is a good concept, but until they rid city hall of Davis, not much will change. Even his editorial in the paper this week was a week attempt at justification for his failures.  Why would Davis, who "supposedly" runs the city, earn more for a salary than the one in charge of finances and essentially responsible for fixing the distress status issues... why?
