I wonder how many people from other area codes own rental property in the City. There's a Tennesee phone number if you want to buy the Roxbury Elementary School.

There's a small borough called Newville out my way and the officials there claim that for every one police incident at a privately-owned residence there are at least ten calls to rental properties. Sounds like reducing the # renters everywhere is probably a pretty good idea.

I agree. Maybe when they pass these new ordinances they should spend a little time rescinding the others that cover some part of the new ones.

While landlords should be held accountable for their properties, so should the city be faulted as well for the recruitment of Section 8 residents from outside of the area. Passing the costs/fees onto the residents is not effective means to collect the fee either. The property owner should be held responsible, and with that being said, so should home owners. How many times do you drive around the City only to see homes that the same family has resided in for years, not being taken care of? Sadly, it is happening more than everyone wants to admit. What is sad is when you see a duplex and half of the duplex is in good condition while the other half is unfit for humans to reside in. Yes, landlords should have to register their properties; however, both landlords and homeowners should be held accountable for the appearance and codes of their homes. What everyone on City Council fails to realize is that the current situation with housing in Johnstown falls ultimately on the governing board within the town for failure to enforce codes from day one. The City needs to reach out for resources to facilitate repairs either through grants, housing programs or something. Yes, the home owner, the landlord and the City are at fault.

There is a old schoolhouse in Mass that I used to go to for cable installs. They did an amazing job turning it into a very nice and secure apartment building. They used logs to finish the apts inside and it looked fabulous, wasn't cheap either so it kept the riff raff out.
