That is a strange bill.  You can prove who purchased the shell but cannot prove who shot it from what gun without some forencsics, kind of like vehicle registration.

It means that for one state, the ammonition makers have to do this mircostamping on everything they make to sell it in Cali.   I do believe the one gentleman was correct in stating that he has banned more guns than all those other fellows combined. 

It is flawed tech at that, great more innocent people in jail.
